The Global Resolutions
National and transnational governing bodies have taken notice of the escalating global morbidity and mortality on the roadways, beginning with the release of the
World Report on Road Traffic Injury Prevention. To coincide with the report’s release, the World Health Organization (WHO) proposed “safe roads” as the theme for
World Health Day 2004. The UN General Assembly passed four resolutions between May 2003 and October 2005 acknowledging the toll of road traffic deaths and injuries as a global epidemic with a disproportionate social and economic toll on developing and transitional nations.Key provisions of the resolutions and the United Nations progressive commitment to road safety are summarized below. On March 31, 2008, the UN adopted the most recent resolution A//RES/62/L-43, calling for a global high-level ministerial conference.

May 22, 2003 |
- Acknowledged road traffic deaths and injuries as “widespread and preventable”

The World Health Organization’s response to A/RES/58/289
- Called for multisectoral participation in implementing the recommendations of the World Report on Road Traffic Injury Prevention
- Recommended Member States identify government leadership to coordinate national strategies to address the growing burden of road traffic fatalities and injuries
- Requested the Director-General actively collaborate in the development, implementation and advocacy of a public health approach to prevent road traffic injuries and mitigate their consequences
- Requested the Director-General deliver a progress report on promotion of road safety in injury prevention in the 60th World Health Assembly, May 2007

- Called on UN member states and the international community to lend financial, technical and political support to UN organizations in road safety improvement efforts

- Called for Member States to implement the recommendations of the World Report on Road Traffic Injury Prevention
- Called for establishment of national lead agencies and action plans on road safety
- Called for the UN to sponsor the first Global Road Safety Week in April 2007
- Requested the Secretary-General to deliver a progress report on improvements in global road safety to the General Assembly at the 62nd Session

Improving Global Road Safety
March 31, 2008

- Recognized the regional commissons for advocating increased political commitment to road safety
- Commended the World Bank for establishing the Global Road Safety Facility, the first funding mechanism designed to support capacity-building and provide technical support for road safety.
- Took note of the report Make Roads Safe: A New Priority for Sustainable Development linking road safety with sustainable development and calling for a ministerial conference on road safety under the auspices of the United Nations.
- Noted with appreciation the adoption of World Health Assembly resolution 60.22 (WHA60.22) on emergency care systems
- Invited Member States to iparticipate in the development of the global road safety status report being prepared by the World Health Organization
- Invited Members States to participate in projects of the reigonal comissions to assist low- and middle-income countries in setting national and regional road traffic casualty reduction targets
- Encouraged private and public sector organizations with vehicle fleets to implement policies to reduce crash risk for occupants and other road users.
- Welcomed the offer of the Russian Federation to host and provide necessary financial support for the first global ministerial conference on road safety to be held in 2009
- Requested the Secretary-General deliver a progress report on improving global road safety in the 64th Session of the UN General Assembly
